        Identify the Objective(s)

        Identifying the objective is a critical first step. Before one can determine
        a COG, the objective(s) shall be identified. If this portion of the analysis is
        flawed, then the error infects the remainder of the process. The planner
        should first determine the ultimate (strategic or operational) objectives
        and then the intermediate (operational or major tactical) objectives. The
        operational objectives should show a direct relationship to the strategic
        objectives.

        Identify Critical Factors

        Critical  Factors  are  those  attributes  considered  crucial  for  the
        accomplishment of the objective. These factors that in effect describe
        the environment (in relationship to the objective) should be identified
        and classified as either sufficient (critical strength) or insufficient (critical
        weakness). Critical factors are a cumulative term for critical strengths
